Thoughts on consolidating docs to either MD or RST

Thoughts on moving all documentation within here to just one format, either .md or .rst.

It seems a bit weird to me that we use both formats at once for one set of documentation rather than just one overall type.
I would do a voting thing but I can’t seem to find how to engage it here

As of this merged PR: https://github.com/huge-success/sanic/pull/1698 all docs should be RST.
